RRH Data Entry: Multiple Project Enrollments

INTRODUCTION


Multiple funding sources, differentiated by projects in CMIS) can be used to provide services to Rapid Rehousing (RRH) clients. Depending on the a) funding source and b) type of RRH assistance provided, this would result in clients having overlapping RRH project entries in CMIS. This article reviews how overlapping RRH project entries should be handled in CMIS, and if data entry needs to be adjusted to account for multiple RRH funding streams being utilized for the same client.

The order and length of time that a client is enrolled in each CMIS project matters. This differs depending on the funding sources utilized - with funding from the Continuum of Care (CoC) having the most stringent data requirements. If utilized, CoC-funded programs must pull data from the entire length of service for a client receiving RRH assistance.



SITUATION ONE

The second/later RRH project that a client is enrolled under is not funded by the CoC. The second/later RRH project could be either a) Housing with or without services or b) Services Only. The first/earlier project could be either CoC-funded or not, and be a RRH project with the sub-type of "Housing with or without services".



The Project Start Date of the first/earlier RRH project entry should reflect when housing assistance from the first funding source began. When a client moves into permanent housing, the first project entry must have an Interim Review (Update) to enter a Housing Move-In Date (HMID) that matches when the client moved into the permanent housing unit.
The Project Start Date of the second/later RRH project entry should reflect when assistance from the second funding source began. If the client was already housed, the second project entry must have an Interim Review (Update) for a HMID that matches the Project Start Date of the second RRH entry.

Do not exit the client from the first project during this process. The client should have both project entries open until all RRH assistance, including case management, is completed.

SITUATION TWO

The second/later project entry is a RRH project funded by the CoC. The second/later RRH project is CoC-funded and could be either a) Housing with or without services or b) Services Only. The first/earlier project would not be CoC-funded, and be a RRH project with the sub-type of "Housing with or without services".



In this situation, the CoC-funded project must have the same Project Start Date as the project not funded by the CoC. Client assessment data will transfer to the second/later RRH project if the entry is timed on or after the first/earlier RRH project enrollment. Back Date Mode should be utilized to make sure this happens.

The Project Start Date of the first/earlier RRH project entry should reflect when housing assistance from the first funding source began. When the client is housed, a second Housing Move-In Date (HMID) must be entered through an Interim Review (Update) on the non-CoC-funded project for the day after the client's actual HMID. The actual HMID will be entered under the CoC-funded project.
The Project Start Date of the second/later RRH project entry should match the Project Start Date of the first/earlier enrollment. When the client is housed, the second project entry must have an Interim Review (Update) for a HMID that matches when the client moved into permanent housing.

Do not exit the client from the first project entry during this process. The client should have both project entries open until all RRH assistance, including case management, is completed.
