Overlap with a Permanent Supportive Housing Project

Why this happens: This warning appears when a client has an active Permanent Supportive Housing (PSH) enrollment while another housing program, such as Emergency Shelter, Transitional Housing, or Rapid Re-Housing, also remains open. Since PSH indicates the client has moved into permanent housing, CMIS flags overlapping temporary, crisis, or other housing enrollments that are active during the same period.


Examples:
This can happen when:

o   A client moves into a PSH unit, but their shelter enrollment is not closed after they leave.

o   A client exits PSH and enters transitional housing or emergency shelter, but the PSH enrollment remains open.

How to fix this:

To resolve the overlap, verify the client’s housing timeline and update the project entry enrollment.

  1. Review CMIS to identify the overlapping project enrollments. This often occurs when a client moves from Emergency Shelter (ES) or Transitional Housing (TH) into PSH.
  2. Confirm that the client’s Housing Move-in Date is entered correctly to document the permanent housing placement.
  3. If the project start date or exit date is incorrect, go to the client’s Entry/Exit tab, click the pencil icon next to the entry or exit date, update it to the correct date, and click Save & Continue. Use backdate mode when available; for shelter enrollments, backdate manually, within entry/exit assessment, because this function is locked.
  4. If the overlap is between two permanent housing projects, such as Rapid Re-Housing and PSH, confirm that the client is receiving assistance from only one project at a time.
  5. If a previous provider left the enrollment open or entered an incorrect project start date, contact the CMIS team at cmis@housingalliancede.org so they can confirm the exact date the client left that provider’s project.
