FY27 CMIS Documentation

INTRODUCTION.

Housing Alliance Delaware has released the FY27 versions of CMIS documentation on August 31, 2026, which includes:
  1. CMIS Policies & Procedures Manual
  2. CMIS Agency Partner Agreement
  3. CMIS User Policy Agreement
  4. CMIS Privacy Policy
  5. CMIS Privacy Notice
  6. CMIS Release of Information
  7. CMIS Service Coordination Release of Information
  8. CMIS/DE CoC Data Quality Plan
The documents can be found in the "Attachments" section of this article. They can also be found in the Delaware CoC Google Drive.

CHANGES FROM FY26.

No major changes have been made to the entirety of FY27 documentation. All documents were edited/updated with content related to the current implementation of CMIS as well as spelling/grammatical fixes.
Minor updates made to the CMIS Policies & Procedures Manual are outlined in the "Revision History" page.

UPCOMING V2.

Please note that Housing Alliance Delaware anticipates releasing a Version 2 of the CMIS Policies & Procedures Manual before the end of 2026. The updated Policies & Procedures Manual will contain updated information about the new login process for CMIS, slated for late September/early October.

FY27 CMIS DOCUMENTATION DEADLINE: WEDNESDAY, SEPTEMBER 30, 2026.

CMIS documentation - the CMIS Agency Partner Agreement and CMIS User Policy Agreement - are required to be signed annually by all CMS-participating Agencies and end users. The FY26 documents are active through September 2026 - this means that applicable individuals and organizations must complete their required documentation by Wednesday, September 30, 2026.
  1. One (1) CMIS Agency Partner Agreement must be completed by CMIS-participating Agency. This document must be signed by an Executive Director/Program Director and an agency-designated CMIS Agency Administrator.
  2. One (1) CMIS User Policy Agreement must be completed (initialed and signed) by CMIS end user, regardless of the last time they completed this document.
Failure to return signed CMIS documentation is a violation of Delaware CoC policies, and will result in suspension or revocation of CMIS access - no exceptions.
Please send completed CMIS documentation to the Support Desk at cmis@housingalliancede.org. Documents will be returned to the Agency/user no later than September 30, for personal records.
