Why this happens: This warning appears when a Coordinated Entry (CE) referral stays open beyond the local time limit.

What this warning means: CMIS and Coordinated Entry use a local 90-day “Max Days” limit. If a referral is not updated to Accepted, Declined, or Cancelled within that timeframe, the system flags it. Open referrals can overstate the number of active housing referrals.

Example:

This warning usually means one of two things: the client was already housed or connected to services, but the outcome was not recorded in CMIS; or the referral is still pending while staff or a partner agency contacts the client or confirms eligibility.

 

How to fix this:

To clear the warning and keep CMIS data accurate, review the open referral and record the correct outcome.

1.  Open the client’s profile.

2.  For PATH enrollments, switch to Enter Data As (EDA) mode. This is not required to fix errors or warnings for other project enrollments. Make sure that the mode matches the provider that received the referral.

3.  Go to the Referrals tab.

4.  Find the outstanding referral that matches the referral date from the hashed CSV spreadsheet, then click the pencil icon next to the active referral.

5.  Scroll to the Referral Data section.

6.  Update the referral outcome to reflect what happened:

a.  If the client is accepted into the housing project, select Accepted.

b.  If the client qualifies but no units are available, select Accepted to Wait List.

c.  If the referral cannot be accepted, select Declined.

d.  If the referral is invalid or a duplicate, select Cancelled.

7.       Scroll to the bottom of the page and click Save & Exit.
