Overlap with a Transitional Housing Project
Why this happens: This warning is generated because a
client’s timeline shows them enrolled in two programs that shouldn’t overlap.
Specifically, the system sees a client actively staying in a Transitional
Housing (TH) project, but another temporary or crisis housing program, such as
an emergency shelter (ES), still has them marked as active. Because HUD
standards restrict clients from occupying multiple residential beds
simultaneously, the system requires a project exit from the first project
before starting the new one.
Examples:
This might happen for the following reasons:
o
A client has moved out of an ES and into a TH
project. However, the End User forgot to exit them from the system, therefore
the shelter enrollment stayed open.
o
The client was exited from a TH project and
accepted into an ES (see image below) but the End User accidentally
typed the project entry date a few days early, which caused an overlap with the
final days that the client was staying in the TH unit.

How to fix it:
To clear the overlap flag, verify the client's housing
status and complete the following steps:
- Review CMIS to identify the overlapping project
enrollments.
- Check the actual move-in date for the client.
Look at your case notes to find the exact day that the client physically began
participating in the Housing Project.
- If a previous provider left the client’s entry
open or entered the client into the program with the wrong project start date,
reach out to the CMIS team (cmis@housingalliancede.org)
so that we can get confirmation from the previous provider on the exact date
that the client left their project.
- If the project start date or exit date is
incorrect, go to the client’s Entry/Exit tab, click the pencil icon next to the
entry or exit date, update it to the correct date, and click Save &
Continue. Use backdate mode when available; for shelter enrollments, backdate
manually, within the entry assessment, because this function is locked.
