Overlap with an Emergency Shelter (E/E) project
Why this happens: This warning appears when CMIS
shows the client as active in a housing program while an Emergency Shelter
enrollment remains open during the same period.
Examples: This usually happens for one of the
following reasons:
- Another agency did not exit the client after
they left shelter, so CMIS still shows the client as occupying a bed there.
- The client is using multiple sites, such as
checking into one shelter on some nights and coming to your project on others,
without either enrollment being closed.
- The previous agency had a delay before entering
project exits in CMIS.
How to fix it:
Step 1: Identify the overlapping project
- Open the client’s CMIS profile and go to the
Entry/Exit tab.
- Use the last column in the data quality report’s
Warnings section to find the entry date for the overlapping enrollment.
- Record the provider or agency name for the
shelter or program, along with the project start date for that shelter
enrollment.
Step 2: Determine how to resolve the warning
Duplicate entry
If the
overlap is within your agency, review both enrollments because the issue
may be a duplicate entry.- Keep
the enrollment that matches your intake records and case notes, including
the correct project start date and, if applicable, exit date.
- If one
enrollment was entered by mistake, delete the duplicate by clicking the
trash can icon next to that project entry.

4. If the
client left and returned, but a new enrollment was created instead of
completing an exit and re-entry,
correct the timeline in the original
project enrollment.
5. Click
the pencil icon next to the Exit Date, backdate the exit to the date the
client first left, and make sure the exit date is before the second
enrollment begins.
Overlap from another agency
- If another agency has the overlapping
enrollment, review your records and confirm that your project start date is
correct.
- Email the CMIS Support Desk at cmis@housingalliancede.org.
- Include the client ID or Personal ID, both
overlapping program names, and the relevant start and exit dates, if available.
Also confirm whether the client stayed in the shelter for the full period shown
in the enrollment.
