ENTRY ASSESSMENT UPDATES: Sexual Orientation & Housing Move-In Date

UPDATE 7/3/24: The following task has been completed. The changes made are as follows:
  1. The removal of the "Sexual Orientation" question from TH, RRH, PSH, OPH, and Service Only project entry assessments.

    • This was done through the creation of a new "CoC PSH" assessment that was added to all PSH projectsIf you operate a PSH project and do not see the Sexual Orientation question, please contact HAD to have this fixed.

  2. The removal of "Registered Sex Offender" question from all entry assessments but ES and SO entry assessments (this question is only available in CMIS for the purpose of shelter placement).

  3. The removal of the "Date of Engagement for Street Outreach Programs" question from TH, RRH, PSH, OPH, and Service Only project entry assessments (this question is only applicable to unsheltered clients, so is now only available on the ES/SO entry assessment).

  4. The "Housing Move-In Date" field, along with instructions to clear the field out during Project Entry and only adding a HMID through an Interim, has been added to the following assessments:

    • ES/SO (assists with data cleanup, and confirming that the client is now being categorized as homeless upon enrollment, per HUD).
    • TH, RRH, OPH, and Service Only (TH and RRH will be able to add a later HMID through an Interim if applicable; OPH projects will be able to add a HMID when client is housed through project; Service Only projects can ignore or clear field if client is unsheltered).
    • PSH (PSH projects will be able to add a HMID through an Interim when client is housed through project).
    • VA SSVF (assists with data quality; RRH will be able to add a later HMID through an Interim if applicable)

ORIGINAL ANNOUNCEMENT READ AS FOLLOWS:

Beginning next week and over the course of the following week or so, some programs will see some changes in entry assessments that CMIS end users see. This will be done to clear up some confusion about new HUD HMIS data elements as well as assist with data quality.
Please read below about updates and guidance for the following CMIS assessment questions:
  • Sexual Orientation
  • Housing Move-In Date

1. Sexual Orientation -

Currently this question is only required for CoC-funded PSH projects, but is visible to all TH, RRH, PSH, OPH, and Service Only projects.
Entry assessments will be updated to remove the Sexual Orientation question from TH, RRH, OPH, and Service Only projects and only be visible to PSH projects. 
  • Only PSH projects must answer this assessment question - others may ignore it until it is removed from their respective entry assessments as it is not applicable to their project type.

2. Housing Move-In Date (HMID) -

Currently this question is only visible when creating Interims, which has been problematic for RRH providers and their data quality.
  • Entry assessments will be updated to add the Housing Move-In Date question for TH, RRH, PSH, OPH, and Service Only projects. 
  • For TH, RRH, PSH, and OPH projects - it is recommended to "clear out" a visible Housing Move-In Date on the entry assessment (by making the date field blank) to confirm the client is unsheltered/unhoused when being enrolled in the program. A later Interim will signify that your project has housed the client. We are hoping this increases data quality until WellSky provides a better fix for their issues with HMIDs in the system.
  • Transitional Housing projects must only add a HMID if moving the client from transitional housing to permanent housing - transitional housing placement is not to be noted in the HMID field.
  • Service Only projects can ignore the Housing Move-In Date field as it is not applicable to their project type.
  • Also: HAD will consider adding the Housing Move-In Date assessment question to the ES/Street Outreach assessment, as clients are unhoused/unsheltered upon entry and can assist with data quality as well. An update will be provided at a later time.
