2026 Housing Inventory Count
The 2026 Point in Time Count and associated Housing Inventory Count is scheduled to occur on the night of Wednesday, January 28, 2025. Therefore, all information for the PIT and the HIC will be pulled from CMIS for this night.
The following processes are required for the following homeless assistance projects, regardless of if your project participates in CMIS data entry year-round.
- Emergency Shelter (ES)
- Transitional Housing (TH)
- Permanent Housing (PH)
- Permanent Supportive Housing (PSH)
- Other Permanent Housing (OPH)
- OPH - Housing Only
- OPH - Housing with Services
- Rapid Re-Housing (RRH)
- RRH - Housing with or without services
- Joint TH/RRH
This is to ensure that Housing Alliance Delaware has accurate information about all projects in CMIS.

2026 Processes
Point in Time Count
- ES/TH
- The process of how PIT numbers will be compiled will be coordinated with the CoC and/or CMIS program. Options used includes regular CMIS data entry, physical PIT surveys, or other related data exports that will be manually input in CMIS.
- RRH/PSH/OPH
- PIT numbers will be included on the HIC. Housing Alliance Delaware will run CoC APRs to get accurate inventory numbers on behalf of RRH, PSH, and OPH providers. To make this process easier, data entry and data quality review must be completed in a timely fashion.
- Please make sure that all applicable clients are:
- 1) enrolled in the correct program on or before January 28, 2026, and
- 2) have a Housing Move-In Date between the Project Start Date and 1/28/2026 to be counted as housed.
- The HIC Export from CMIS will automatically populate these numbers for Housing Alliance Delaware.
DEADLINE:
- All data relating to the Point in Time Count must be returned, submitted to Housing Alliance Delaware, or input into CMIS by Friday, February 13, 2025.
- Housing Alliance Delaware will run CoC APRs on behalf of RRH, PSH, and OPH providers beginning on March 9, 2025. (Time between these two deadlines will be spent on data quality review)
Housing Inventory Count
- All project types, regardless of CMIS participation status, must complete a HIC survey for each ES, TH, RRH, PSH, and OPH project operating on the night of January 28, 2026.
- RRH, PSH, and OPH providers are given special instructions in the survey on how to bypass tracking inventories; however, other program information still needs to be completed.
- Housing Alliance Delaware will provide Technical Assistance to those who need assistance completing their HIC inventory surveys. These calls are not mandatory; those who have experience with completing HIC surveys can do so on their own.

DEADLINE:
- All HIC Surveys must be completed by Friday, March 6, 2025. Housing Alliance Delaware may reach out after this date to get final surveys completed and/or to reconcile data based on what is provided in the surveys.
